A day out on a nice day, these people are going to Coney Island for fun and fresh air.
Sponsored by the Fresh Air Home of the New York Association (FAHNY), they would pack under privileged people like these into streetcars, like sardines. They really packed them in there too, some are practically squirting out from the sides.
I would imagine they gave them fresh fruit as well, judging by the amount of banana peels on the ground beneath them.
