There were a number of views of this park and building, but none from this exact picture. The German building had a red roof in most of the cards, and brown in one of them. The brown one showed it had stripes, so I put those in.
The embankment is made of loose blinding granite, which must have been really bright when the sun came out. You can see a number of uncomfortable faces with too much sunlight. Further on its sand, not sure why the difference or why it can't all be sand. Probably has to do with waves.
The German building was made for the Columbian World Exposition in 1893, it was used for about 30 years as a beach house after that, then it burned down, possibly intentionally, as it happened near WW1. According to a map I found, it should be located near Science drive and the marina. Some place else said it was where the Iowa building is now, but geographically that can't be right. I believe where it was, is now a ranch of some kind.
