It's anyone's guess exactly what is going on in here. I can only assume that they lost the bet or something. Or that they do in fact look like a horse with those bustle dresses on. The wagon isn't going anywhere as there are rocks on both sides of the wheels.
The dresses were in fact that colorful, if not more so, the wagon was black or green of the two I found.
There were names attached to the original image, Clara Zetkin and Rosa Luxemburg, the only mention of at least one of them had to do with the suffragettes. And if that was the case, this probably didn't help their cause.
