It seems weird today, but at one time, people wore hats, 3 piece suits, and leather shoes everywhere! They weren't on an interview, going to a wedding or what have you. Their normal clothing was a full on suit.
So naturally there were many places that catered to individuals that liked to look nice. This is a full service stop, where you can get a shoe shine, get your hat repaired, reshaped, dyed a new color. Your suit can be fixed, altered and so on. And when you leave, your shiny and new again.
Imagine all that stuff, wedged between two buildings, where you don't even get a complete address number.
