What we are seeing is a airplane hangar, on fire. This is a demonstration however, to show off the new fire suppression system. They used old planes, and spilled gasoline on the floor and ignited it. Clearly the system worked, and its a good thing, because those people are standing way to close to this.
Metrotone makes movies, or specifically, the Newsreel that plays ahead of the movie. They show the latest news, technology and so on. This was during the time before TV was invented, and the only moving news source was played in movie theaters. The movies were silent, they used an announcer to explain what was going on. The cameras had a crank on the side, and they were in charge of making the actual film. Luckily there was a second person there, because embarrassingly, the other guy, his sock slipped, and you know how annoying that can be.
