According to Jewish law, a proper Jew should pray 3 times a day. Once in the morning, once in the afternoon, and one more time in the evening. This man is wearing a talis. A talis is a prayer shall, a type of shall that is worn during times of prayer. Not all Jews wear this however, it really depends how religious you are.
