You can still find these today, Trolley Diners. They take an old aging trolley, gut it, add a kitchen and a counter and you have a diner. That's what this is, that's why its so narrow.
Trolley's were being thrown away, as buses replaced them, so you could get it cheap. Only you had to find a way to get it there, remove the wheels and give it a foundation. Or find yourself some tracks to sit on.
Inside of these, they were often outfitted with curved wood panels, places for advertisements and otherwise looked very nice. Use those slots for menu's, refinish the inside and give people a place to sit and its ready to go.
This place has an outside section, with a dining room inside, presumably its bigger on the inside than the outside. Maybe just the beer is served outside. Just look at the price for those hamburgs. Hard to beat that price now.
