Usually you only get to see a store from the front. Seeing the fashion of the day as a window store front. So seeing inside I think is more special. This scene comes from the inside of a large Department store with a few floors. This section is the hatter or the millinery department.
They would fit or create hats to your liking, and just like trying on shoes. Seeing which one frames the face the best, while blocking the most view for the people behind you.
The hats were elaborate, often containing flowers, both real and fake, ribbon, lace, bows, feathers and even entire stuffed birds! Yes a dead bird would be on your head as a decoration. The rich would have humming birds, the poor things. But they decided that they may kill off entire species, so they switched to ostrich features. Larger, can be cut up, dyed, and they came off naturally. These hats by the way are called picture hats,fascinators or a Gainsborough.
I'm not a 100% certain of when this was shot. I found a postcard of this store dated at 1916, but the hats matched better from an earlier period. So figure this is between 1912 to 1916 or so. The building was removed in the 1980's. The carpet color and light shades came from a postcard. I don't know why half the lights are off.
