I will admit I know nothing about fish or fishing, nor do I claim to be an expert, my know how comes from other's posting about what they think they are seeing. And one person somewhere out on the web said they are smelting, or catching smelt, a type of fish. I never even heard of a smelt before, but they probably smell like fish.
Anyway, I'm hoping I'm right and that is what they are doing. If not, they are fishing for something. I couldn't find any info about the equipment, nor the location of where they were exactly. But it probably doesn't matter, that dock looks like its about to fall in at any second. Certainly has a lot of tripping hazards.
One of the reasons that I'm not sure about the fish is the time. Presently, you can only fish from 7pm to 1am, and there are only a few to catch these days. But there is a clock in the background, near the sea captain with a beer. It's like 9am or so there. So maybe it was more plentiful then. Also the year range was 1910-1920. They look like they are from 1910-15 or so. But I read that smelt came in around the early 1920's, so I dated it as such.
It might be possible to locate this, the train in the background is a North Western, so if you know your maps, you might be able to find this fishing spot.
