This is the Watuppa tugboat. It was built in 1906 at the Burleigh Shipyard, located in Richmond, Staten Island. Originally it was used to tow coal for barges in New England.
In 1935, the boat was bought by the McCarren towing line company. It was reconditioned, and was now used to tow oil barges on the East and Hudson Rivers.
The hemp fenders were used as buffers when it approached ships and docks.
