It must have been exciting back in those days. Cars were not popular yet, so it must have been a spectacle to see a arraign that had no horse pulling it. This image, or at least one very similar to it became a postcard. So the colors for the uniforms came from that. The ties, I left black, the shirts blue, pants brown. I gave them red suspenders, because as far as I know, that's how the joke goes.
I could not find the hats of that era, so i just guessed on that. The truck is a 1908-1911 Packard Model 30, (there was a reference for the 1911 on some other page, but its not a total match. But the colors wouldn't be far off. Red and brass, that's the color of a fire truck. The location is gone now, or at least I couldn't find it.
